Personnel Requiring Competency Assessment

Laboratory personnel that perform or oversee non-waived POCT must also have competency assessed. The personnel required to have competency assessed at the previously designated intervals is designated by regulatory agencies. Laboratory personnel fulfilling the following roles are the personnel positions required to have competency assessed:
  • Clinical consultant (CC)
  • Technical consultant (TC)
  • Technical supervisor (TS)
  • General supervisor (GS)
  • Testing personnel (TP)
Any personnel that do not perform any patient testing or specimen handling, such as receptionists, administrative assistants, or switchboard operators, do not require competency assessment.
If the laboratory director only oversees testing and administration of the laboratory, he/she does not have to have competency assessed. However, if the laboratory director serves in a testing role, minimum competency must be assessed for testing performed and the competency documented.
Oversight of all competency assessment is the responsibility of the laboratory director. The director may delegate the responsibility for competency assessment to any qualified personnel. The delegation must be in writing and the documentation retained.
